Is there any message in TSPSC paper leakage scam?

  • Login password is the key in the leakage
  • Such scams happen at every office by using the login password of various departments with the outsourcing employees
  • Scams would be unearthed only after the damage done
  • Login password of Khammam Municipal Corporation being operated by an outsourcing employee

The TSPSC (Telangana State Public Service Commission)’s job exam paper leakage scam should be taken as warning bell by the government.  Such scams can  occur in future in every department that dealing with the issues of the people through online. Giving login password to the employees working on outsourcing basis and junior assistants should be checked immediately by the department heads. In various departments and municipal corporations, the outsourcing employees have been given login password in the absence of heads including municipal commissioners. It is illegal and dangerous.

The government may face a big crisis if such situation continued. The incident taking place Khammam Municipal Corporation (KMC) is a classic example for such scenario. The login password of the KMC was given to the outsourcing employee in the absence of municipal commissioner. The department head used to enter cdma.cgg.gov.in/cdma and can reach Khammam Municipal Corporation site. The KMC will deal the issues like mutation of properties, self-assessment of property tax, trade licenses, building permissions and others. The corporation commissioner used to create a password and it should be kept as secret. The applications on various issues will be solved and okayed after completing the process of scrutiny and field visit by revenue inspectors. Sometimes, the password is being given to the outsourcing employees.

It is recalled that six PTIN (Property Tax Identification Number) were issued on government land adjacent to the private land in Kaikondaigudem under the self-assessment of property tax. The commissioner ordered for enquiry on it. It is found the applicants submitted  false documents to get the PTIN. Enquiry is going on the issue on the Revenue inspector Lokesh. Sandeep, an outsourcing employee, who had  access for entering the website, misused it.

In another case, fake house site pattas, numbering 30, in Danavaigudem and BC Colony were created for government lands. The outsourcing employees in coordination of revenue inspector, who had good knowledge on the software are using their expertise in these deceitful issues. The commissioner is not aware of these things. The outsourcing employees are being sent to the field level survey unofficially. It is found that the outsourcing employees are appointing private persons to do unofficial field visit with the permission of revenue inspectors. It will lead to a major head-ache to the government if such false connections were not snapped at the bud level.
