Undavalli Wants White Paper On Polavaram Project
Rajamahendravaram: Former MP Undavalli Arun Kumar has asked the state government to release a white paper on the present status of Polavaram Project.
Arun Kumar, along with another former MP Daggubati Venkateswara Rao, visited the project site a couple of days ago. Both of them alleged that the government was not serious on completing the project. They also blamed that Chief Minister N Chandrababu Naidu was more serious on receiving commissions from the project contractors, rather than completing the project.
It was for the commissions that Naidu has taken the construction task of the project, though it was to be executed by the Central government with its funds.
The former MP said that the National Water Development Agency on December 23, 2016, has laid several conditions while releasing Rs 1,981.54 crores aid to the state government for the Polavaram Project.
One of the conditions was that the project has to be completed by March 31, 2018, failing which the aid would be treated as loan, he said and regretted that the slow pace of works at Polavaram would have the danger of the aid turning into loan putting additional burden on the state.
Stating that Polavaram was the responsibility of the central government as part of the AP Reorganisation Act, he wondered why the state government has taken up the responsibility with all the conditions, if not for commissions.
The completion of the project and the finances would have been the responsibility of the centre, had the execution been left to it, he said and alleged that Naidu was more interested in receiving kickbacks from the project works rather than its completion.
Undavalli said that a Parliamentary Committee is scheduled to visit the Polavaram Project site on August 18 to study the progress of the works. Its recommendations would decide the future of the state as the aid given by the central government and the other financial commitments promised by the center would turn into loan.
If early completion of the project was the objective of Naidu as being claimed, the former MP wanted to know why Naidu did not take the responsibility of the execution of all central projects planned and executed in Andhra Pradesh.
Arun Kumar further said that he would remain silent if the government released a white paper on the progress of works of the Polavaram Project. He further added that the white paper should be with complete facts and should reflect the actual progress at the site.
