AP CM Gets Ready With New Team For 2019 Battle

Amaravati: Andhra Pradesh Chief Minister N Chandrababu Naidu is getting ready with his new team for the 2019 elections. The Cabinet expansion and reshuffle slated for Sunday morning is likely to be the final one for this term, as Chandrababu Naidu would have to give best of his time for two projects of Polavaram and Amaravati for the next one and a half years before getting ready for the next poll battle. The new team would have its full strength of 26 members including the Chief Minister.

Chandrababu Naidu had spent the day holding consultations with the party senior leaders and giving audiences and patient hearing to the aspirants and rivals over the possible inclusion and deletions in the Cabinet. At one point of time, he had roped in Rajya Sabha member C M Ramesh to broker peace between the warring groups from Kadapa district where senior leader Ramasubba Reddy is strongly opposing the Chief Minister’s plans to induct YSR Congress MLA Adinarayana Reddy from the district. The Kadapa leaders met in the house of the district incharge minister Ganta Srinivasa Rao and held consultations. Even after the meeting, Ramasubba Reddy was firm on opposing the induction of his rival Adinarayana Reddy. However, it is said that the Chief Minister had made up his mind to take Adinarayana Reddy into the cabinet to counter the Leader of Opposition Y S Jaganmohan Reddy.

In other districts too, there are pressures from the aspirants representing both the Houses. The Chief Minister is understood to have prepared two lists of the probable candidates keeping in mind the district and caste equations besides the compatibility of team to lead the party for the next elections. While the first list is of his choice, he is expected to make some changes taking names from the second list if there is any commotion on the inclusions.

The Chief Minister would send the list of the new cabinet members and the resignations of the dropped Ministers to Governor E S L Narasimhan, who is currently camping in Tirupati. The Governor would fly to Gannavaram airport from there on Sunday morning and conduct the swearing-in ceremony at Velagapudi.

Meanwhile, in the light of the Governor raising objections over inclusion of the YSR Congress legislators into the Cabinet as the TDP had opposed a similar act in Telangana State where TDP MLA Talasani Srinivasa Yadav was made a Minister, the AP Chief Minister is said to have decided on following the formula of K Chandrasekhar Rao. The TS government had secured resignation of Talasani and kept it with the Assembly Speaker to justify his induction into the Cabinet. Chandrababu Naidu is now said to have decided to take the resignations of the YSR Congress legislators whom he is intending to take them into the Cabinet. The TDP leaders are confident that the Governor would have no objections of the resignations are obtained and submitted to the Speaker.

AP CM Launches Mega Call Centre For Public Grievances

AP Chief Minister Naidu launched a major call center on Friday to redress peoples’ grievances on all departments.

Amaravati: Chief Minister N Chandrababu Naidu has inaugurated Parishkara Vedika, a major call centre, here as part of his initiative to develop citizen-centric governance. The main aim of this initiative is to establish a grievance redressal- oriented forum to enable all the citizens to rely on to get transparent and approachable services. With this citizens can air their grievances directly stating their Aadhaar numbers.

The centre aims at getting independent feedback from the beneficiaries on various government welfare schemes. It would also educate them on ways to derive maximum benefits from the respective schemes. Citizen contact will occur through various means like IVRS, SMS, voice response, web chat, social media and multiple web platforms of the State government.

Andhra Pradesh State Planning Board and AP centre for financial systems and services have come together to launch this initiative through a collaborative engagement with Karvy data management services limited. The mega call centre was established with 750 seats and function for 12 hours per day initially.

Being first of its kind, the centre will seek feedback from citizens and capture information about govt schemes on certain key parameters like reach, transparency, free of corruption and efficiency in their operations, so as to work towards establishing continuous improvement to increase the effectiveness in the implementation of the schemes.

The special features of the centre include robo calls through voice of CM on different events and occasions, automatic call distribution, interactive voice response system, computer telephone integration, citizen experience management centre application, performance monitoring, quality management and recording.

Speaking on the occasion, Naidu said he is giving priority for technology to reach public directly to get cent per cent satisfaction level from people. He said that the centre would help to solve the grievances of people in real time. He said the centre would help to curb corruption at all levels as citizens can air their grievances directly through a toll free phone number.

The Chief Minister said the government is planning to introduce core data authority to identify real poor and help them. He said that the state government has introduced several measures to reach people including kaizala connect to CM app.

AP CM, A Click Away On Mobile

From time to time, the CM will take feedback and inputs from citizens on the problems they are facing in their day-to-day life including pension, ration, water, climate or anything else.

Amaravati: The Government of Andhra Pradesh is going  to provide an opportunity for citizens to reach out directly to  Chief Minister by using their smart phones by installing Kaizala, a free APP developed by Microsoft. Kaizala is a mobile chat app that enables interaction with large number of people at the same time.

This App is being used exclusively by Chief Minister N Chandrababu Naidu and by using Kaizala, Citizens can share their satisfaction levels with the government as well as offer suggestions and feedback for improvement of govt programmes. This feedback will be reviewed by CM directly and based on the feedback analytics, government policies will suitably be improved for betterment of citizens.

From time to time, the CM will take feedback and inputs from citizens on the problems they are facing in their day to day life including pension, ration, water, climate or anything else. These inputs will be used to review the workings of that particular department.

This is a big step towards enabling citizen-driven participatory governance that operates in real time mode. The citizens’ valuable inputs can help improve the state of things as well as provide the basis for the next policies developed by the AP government.

The formal launching of Kaizala app will be held on April 14 at 4 PM in the Grievance hall of Ground floor Building No.1, Chief Minister’s Secretariat, Velagapudi.

AP CM claims On Forming Effective Cabinet, Says Political Management Is Also Important

He said that Andhra Pradesh was ahead in adopting modern technology in development and wanted the Ministers and officials to explore more possibilities of adopting advanced technology in every field.

Amaravati: Andhra Pradesh Chief Minister N Chandrababu Naidu on Thursday said that he had done the greatest exercise to form an effective Cabinet in the State. Addressing a meeting of the Heads of Departments minutes before the first Cabinet meeting after the rejig, Chandrababu Naidu said that this Cabinet would take the State to the third place in the country in the next five years. He said that he had taken into consideration all aspects including administrative abilities of the candidates while taking them into the Cabinet. “Political management and administrative capabilities are important to develop the State,” he asserted.

The Chief Minister wanted the Ministers to work hard making best use of the available technology. He said that Andhra Pradesh was ahead in adopting modern technology in development and wanted the Ministers and officials to explore more possibilities of adopting advanced technology in every field. The Chief Minister said that the RTA Commissioner N Balasubrahmanyam would hold charge of the e-Pragathi in the State taking technology forward.

Chandrababu Naidu expressed concern over getting Central funds on time. He regretted that there is unwanted delay in getting the Central funds and asked the Ministers and officials to focus on it. He wanted every rupee to be taken from the government and spent for the State in a planned way. Stating that the Central government had given an additional Rs 350 crore to the State for better performance shown in promoting horticulture, the Chief Minister asked the Chief Secretary to monitor the implementation of the Centrally-sponsored schemes.

He asked the Ministers and the officials to ensure that the satisfaction levels of the people had crossed 80 per cent in all welfare programmes of the State. He wanted the Ministers to get into action and see that the developmental activity in the State.

Later, the Chief Minister chaired the first cabinet meeting after the reshuffle. He congratulated the new Ministers and introduced them to the other members of the Cabinet.

Amaravati To Have Unmanned Electrical Buses, Says AP CM

Amaravati: The Andhra Pradesh capital, Amaravati, would have unmanned electric buses running on the roads of the administrative city with dedicated stops, said Chief Minister N Chandrababu Naidu in a meeting held with Foster + Partners.  He added that only electric buses and vehicles will be permitted to move around the city to avoid pollution.    

Based on the suggestions received in the earlier meeting held on March 1st, Foster + Partners and Architect Hafeez Contractor came up with a broad plan today. The Foster + Partners made a presentation titled ‘ Amaravati-  The People’s Capital – Building a Sustainable Vision.

The presentation highlighted the need for integrating green and blue spaces. It said that the city would consist of 51 per cent green, 10 per cent water, 14 per cent road and 25 per cent building footprint of 1,000,000 sqm. The representatives said that public parks with natural landscapes and blooming plants would come up in the city.

The company representatives came up with a idea i.e ‘ By and For the People’ to bring inclusive growth. They suggested that educational buildings and institutions should be distributed and priority should be given to local materials and products to facilitate growth, development and local jobs.    

Under the concept ‘Building Civic Pride: The People’s Capital they said that government complexes should be open to all, cultural buildings should be integrated within green and blue areas, city squares and urban squares should be inclusive and attractive. They suggested that canal sides should be used as public areas.

With regard to sustainable energy use,. Chris Bubb of Foster + Partners said that energy consumption demand should be reduced by 40-60 per cent. On-site generation via PVs should be used to supply energy consumption besides using battery storage and district cooling system.

For sustainable water usage, the representatives suggested that rainwater harvesting and stormwater management should be introduced. They also proposed that reuse of recycled water from sewage treatment plant should be used for irrigation purposes.

To promote Andhra Pradesh’s culture, heritage and arts the representatives said that the architectural heritage should be represented in the arrangement and format of buildings and spaces. In addition to this, integration of local arts, culture of all the 13 districts was considered.

Amaravati would just not be a modern city but it will emerge out to be a smart city. Creation of digital, resilient infrastructures, flood proof, Internet of Things, LEED and GRIHA rated buildings are being considered.

Ideas were also given for safeguarding environment and to make Amaravati a ‘ Walkable City’. Natural walkable environments, streets and courtyards with greenery, shading and pleasant breezes were mentioned. They suggested that passive building designs should be considered.

Vehicle free zone was another suggestion that the Foster + Partners suggested. They stressed the need to encourage alternative sustainable methods of transport, provision for electric vehicles, dedicated bicycle and pedestrians routes and use of canals for water taxis.    

Chris Bubb, Rob Harrison, Rob Seymour, Harsh Thapar  from Foster + Partners said that they have studied a number of cities in the world to understand the arrangement of buildings and that they have included all those studies, ideas in the plan that they have presented here today.  

Hafeez Contractor, Nishant Gupta from Architect Hafeez Contractor, Achyut Watve from JW Consultants were also presented in today’s meeting.

Kapu Leaders Meet AP CM, Thank Him For Budget Allocation

Amaravati: Members of the Kapu community met Andhra Pradesh Chief Minister N Chandrababu Naidu on Saturday at his Undavalli river view residence and thanked him for allocating Rs 1000 crore for the community welfare.

The Kapu leaders led by AP Kapu Corporation chairman Chalamalasetti Ramanujaya, felicitated the Chief Minister for the initiatives that the government had taken to develop the community. Ramanujaya said that the government is committed for the welfare and uplift of the Kapus as promised by the Telugu Desam Party during the 2014 elections. He said that the Chief Minister had fulfilled his promise by allocating Rs 1000 crore for the Kapus in the budget. He further added that the Kapus across the 13 districts were jubilant with the fund allocation.

He further added that the Kapu Corporation would hold awareness meetings in all the 13 districts from April 2 to create awareness in the community on the welfare initiatives of the government. The Corporation would rope in some of the beneficiaries of the welfare schemes to explain to the people on the welfare programmes.

All India Kapu Federation president Naraharisetti Srihari, vice president K Lakshmaiah, Kapu leaders GAnta Gowtham, Pawan Kumar, Padma Rao, Adapa Malavika, Kapu Corporation director V Sambasiva Rao and others were present.

Amaravati: Drawing inspiration from Chief Minister N Chandrababu Naidu’s initiative on youth empowerment, some engineering graduates who established their own StartUp companies without waiting for Tech jobs, excelled in their sectors by providing employment to large number of youth. These youth met the Chief Minister at Secretariat here on Thursday and thanked him for encouraging StartUp companies in the State by providing incentives.

Interacting with those youth the Chief Minister said that youth should come out with innovative and novel ideas to achieve better results. He said that the state government would encourage StartUp companies and provide skill development programmes for youth. He said now it is a time for IT plus and internet of things in all sectors.

Some youth informed the Chief Minister that they are confident enough to emerge as industrialists with the encouragement provided by state government. They explained about their StartUps including Get my tailor, get my books, Hire Puppy, Glosy trends. The GBO business development officer Swapna Sidharth said that these start ups would achieve a turnover of Rs 6.5 crore in a span of one year.

These young entrepreneurs said that five thousand people got employment opportunity through get my tailor online store launched by T Kamalakar of Rajahmundry. Wake Up Call For AP CM!

Amaravati:  Andhra Pradesh Chief Minister Chandrababu Naidu congratulated Prime Minister Narendra Modi on his party’s excellent performance in recent State elections. He moved a step further by saying that the mega win is only due to the development done by BJP.

The time has come for Chandrababu Naidu to wake up from his dreams and face the reality. Three years are getting over after N Chandrababu Naidu took over as AP CM. He should look back and analyse his work so far and decide what remains to be done for winning the forthcoming elections. He should not forget that the win in 2014 was mainly due to the TDP’s campaign against the decision of the UPA government to divide the State. People of AP at that time were extremely angry with Congress for bifurcation. The strong Modi wave blowing all over the country, least but not last, Pawan Kalyan’s factor, also helped Naidu to sit in CM’s chair. Even when votes polled by the TDP and the BJP are clubbed, there a very meagre margin compared to the votes polled by the opposition YSRCP, which gave a tough fight.

Now the scenario is different, people are slowly coming back to the basics and are keenly watching the government if it is doing any thing to implement the promises made during 2014 elections. There are many hurdles for Naidu to overcome if he wants to achieve the rare feat of getting a second term for the second time. He won his first second term as chief minister of undivided AP in 1999 due to Vajpayee wave on account of Kargil war. He hopes to repeat the feat in 2019.

Internal disputes among the party leaders in Ananthpur, Prakasam, Guntur, Vizianagaram districts became a headache for Naidu in recent days. Besides these problems, Mudragada Padmanabham, who has been relentlessly fighting for Kapu reservations, is going to become a big source of trouble. Kapus supported the TDP in 2014 elections. They will certainly have decisive impact on the outcome of 2019 elections.

Opposition parties, particularly YSRCP, have been agitating against the government and mobilising popular support by way of dharnas, public meetings and bandhs. This activity has been making Naidu unpopular.

Major problem for Naidu is going to be the ‘Vote for Note’ case which damaged his reputation very badly. Though his name was not included in the charge up to now, people of Telangana and Andhra strongly believe that he was involved in the scam.

Special Category Status will be main agenda for forthcoming elections for the opposition parties which will push Naidu into a tight corner.

Sudden demise of Bhuma Nagi Reddy is a big blow to the party in Kurnool district. It is an open secret that no other leader can replace Bhuma in Kurnool district.

Common man strongly believes corruption in AP has been increasing thanks to the casual approach of the ruling party. Ministers like Achhem Naidu, Ganta Srinivas Rao, Devineni Uma and leaders like JC Prabhakar Reddy are talked about in connection with corruption.

Akhilesh tried to win the elections in UP by showcasing the development of Agra-Lucknow Express way with a slogan Kaam Bholta Hai. He could not win but he stole many a heart with his positive and dignified campaign. If Chandrababu Naidu believes that the development plank and the progress achieved in CRDA zone will help him to win, he should first and foremost come out of that dream.

The farmers students and the unemployed are angry. Corruption, crime and other negative issues will keep Naidu’s dreams far from coming true. He has to realise that the development under his watch has been partial. Taking a realistic view, Naidu has to be more practical in his approach and work doubly hard if his ambition to repeat the feat of getting to bat in the innings in a row for the second time has to be fulfilled.

    Analysis is good but don’t think that Jagan is replacement to chandrababu Naidu.The media is giving hype to Jagan as it gave to Akilesh Yadav and kejriwal. It is new India now.Before voting, people are thinking who is better for the state and also for the country.What will be there in people’s mind no one can know as proved in recent elections.

AP CM pats officials for 11.61 per cent growth rate

Amaravati: Chief Minister N Chandrababu Naidu appealed the officials to achieve 15 per cent growth rate during 2017-18. Expressing happiness over estimated achievement of 11.61 per cent growth rate during 2016-17 in the state against 7.11 per cent in the country, the Chief Minister said the state achieved 14.03 per cent growth rate in agriculture and allied sectors against 4.37 per cent national average. In industrial sector the state achieved 10.05 per cent and in service sector 10.16 per cent against 5.77 per cent and 7.87 per cent in the country.

Addressing a review meeting of secretaries and heads of departments at secretariat on Friday, the Chief Minister said the state achieved 30 per cent growth rate in aqua sector and directed the officials to set a target of 30 per cent growth rate in horticulture too. He said 62 lakh families are depending on dairy sector and there is a chance for further growth of the sector. He said 90 lakh Dwcra women should get economic independence.

The Chief Minister said a committee would be formed with secretaries to develop service sector. He stressed the need for administrative reforms and added that a ministers committee would be formed for this purpose.

Expressing happiness over increase in per capita income in the state, the Chief Minister directed the officials to prepare GVA constituency wise. He said special attention should be paid for family welfare, GVA and key performance indicators.

Stating that this year was declared as e-Pragati year the Chief Minister said all departments should complete computerization. The biometric and Internet of things are giving good results. He asked the officials to make use of real time governance to come out of drinking water crisis.

Ministers, Chief Secretary Ajay Kallam, DGP Sambasiva Rao, special chief secretary Satish Chandra were present.

Muhurtham Set For AP New Assembly, Budget Session in March 7

Amaravati: At the Polit Bureau meeting of TDP held on Sunday at Vijayawada, CM Chandra Babu Naidu announced the muhurtham for new Assembly building’s inauguration.

Its on March 2nd at 11.25 am. The complex will be inaugurated by CM, who initially had a plan to invite national leaders.

Speaker Kodela Siva Prasad Rao, Legislative affairs Minister Yanamala Ramakrishnudu  wil occupy their chambers on 27th February, and  the later will allot Peshis to Leader of the House and Leader of Opposition.

 From Friday, 27th, official business of Assembly office will go on with staff  members  being welcomed by Speaker.

All records, furniture, has been shifted to Amaravati from Hyderabad and we can see full fledged Assembly sessions including budget session which commences on March 7th.

Naidu: Run with the hare, hunt with the hounds

Andhra Pradesh Chief Minister is adept at managing contradictions. He talks like an opposition leader while in office and makes promises like a chief minister while in opposition.

During the Telangana statehood movement, he propounded a two-eye theory saying that as a politician who was chief minister of undivided Andhra Pradesh for nine years, both Telangana and Andhra were equally important for him like two eyes. When he noticed that the Telangana sentiment was very strong, he wrote a letter to Pranab Mukherjee committee declaring that Telugu Desam Party (TDP) had no objection to bifurcation of AP. Before writing to the committee, he made the Party’s politburo to pass a resolution to that effect. The resolution, in turn, was based on the report of Erran Naidu Committee which toured the State in the name of knowing the pulse of the people. The modus operandi is simple. Naidu would first take a decision and then launches the process of making the decision appear to be one arrived at after due deliberation. 

The TDP chief did not cooperate with the UPA government in dividing the State. He challenged the Centre to bifurcate the State if it had the guts. He was speaking in meetings organised in Coastal Andhra and Rayalaseema posing as a champion of integration. He was endorsing the demand for separate statehood while speaking at meetings held in Telangana region. After the bifurcation was carried out in the dying hours of the UPA government, Naidu started complaining loudly that injustice had been meted out to Andhra. He never made any suggestion on how to go about the process of bifurcation without hurting Andhra. 

When Prime Minister Narendra Modi dramatically announced the decision of demonetisation, Naidu was the first chief minister to welcome the bold move. He claimed that the decision was based on a letter he wrote to the PM recommending demonetisation. Again, 40 days after the decision which threw the people of the country into endless queues, Naidu sympathised with the old and the infirm who have been suffering because of the decision.

Naidu told his party MPs and MLAs at a meeting in Vijayawada on Monday that he had seen and managed many a crisis but the one thrown up by demonetisation appeared to be impossible to manage. He spoke as though the decision was imposed on the nation without due preparation When a hue and cry was raised by the BJP leaders and the media saying that Naidu had taken a u-turn, he said on Wednesday that he had only expressed his anguish at the way the decision was implemented and that he did not question the decision per se. He wanted to be with the PM who announced the decision while being also with the people who became victims of it. Duality on Telangana made him chief minister of the residual State of Andhra Pradesh. Where will the double-talk on demonetisation lead him?

Naidu’s dichotomy: Modern mind, ancient heart

Vijayawada:  Andhra Pradesh Chief Minister Nara Chandrababu Naidu has been living in a utopian world and he has none to stop him from dreaming wide awake in the day. Ever since he took oath as chief minister of the residual State of Andhra Pradesh in the second week of June 2014, he has been behaving as though he lost his way. Some of the observers who are sympathetic to him have been arguing that there is a method in the madness. With the induction of film director Rajamouli into the never-ending designing of Amaravati, the so-called capital of the new State, even the sympathizers have become skeptics.

Naidu has been visiting country after country in search of a model for his dream city. He visited Singapore a number of times. China and Japan were the other destinations. Naidu told media that he was advised by Prime Minister Narendra Modi to see one of the republics of the erstwhile Soviet Union. He visited that country too.  Singapore government was supposed to be a partner of AP government. But then, the Singapore government has suggested that some private companies should be asked to undertake construction of Amaravati for which the social media gave a sobriquet ‘Bhramaravati’, meaning an imaginary or mythical city, which is what it is so far without any concrete plan or shape. More than 30 months (half of the tenure) had gone by and the chief minister is still at the stage of experimentation.

In the meanwhile, he spent huge amounts of public money in the name of building a temporary Secretariat. He had spent some Rs 25 crores  on his office at the old Secretariat in Hyderabad for remodeling. The contract to build the temporary Secretariat at Amaravati was given to L&T, a renowned infrastructure giant in India. But Naidu expressed his displeasure at the way the buildings were constructed. He once remarked that Indian companies are capable of building only slums. It was an absurd observation by one of the senior most politicians in the country who had been the Chief Minister of undivided State of Andhra Pradesh for nine years from 1995 to 2004. But in the present term, he gives the impression that he is not the same politician known for his administrative skills and vision.

Main problems appear to be the absence of any power that can check his foolhardy schemes and unrealistic goals. Assembly is not allowed to function. There is not a single minister who can speak fearlessly. Even the ministers who came from BJP are not capable of understanding the situation and advising the CM. The bureaucrats lack courage to say anything against CM’s opinion. No one is prepared to stick his neck out.  So much so, whatever occurs to him becomes policy.

The Sivaramakrishnan Report which clearly said the new capital should not come up on the banks of Krishna as the land consists of loose soil which is not suitable for high-rise construction was discarded even without having a look at it. Even before the division of the State, Naidu had his own idea of the new capital and where it should be built and who should build it. None in the political spectrum had opposed the idea of the capital on the bank of Krishna though they have a lot of apprehensions. The only opposition party, YSRCP, did not oppose the idea for the fear of being misunderstood by the people of Krishna and Guntur districts since the leader of the party, YS Jaganmohan Reddy,  hails from Kadapa and his support base is mainly  in Rayalaseema.

The TDP and BJP could not go against the wish of the chief minister.  Prime Minister Modi is too busy visiting countries and addressing election rallies to know what is Naidu up to. He did not object to Naidu visiting foreign countries as long as the latter did not bother him with requests for funds or grants.  There is virtually no dissent expressed or heard. The only criticism by the opposition or some journalists is on the way the contracts have been awarded and land has been pooled or acquired.

So many designs were considered and thrown away. At last a renowned architectural firm, Foster and Partners, was asked to work on a design. Foster has designed iconic structures like the 50 UN Plaza, Singapore Supreme Court, Imperial War Museum in UK, Century Tower in Japan, the Ireo City at Gurugram in India, Cyber Port in China, Bloomberg headquarters in UK, The International Airport at Kuwait among other spectacular constructions.

The representatives of this firm were taken aback when Naidu insisted that they should first meet ace film director Rajamouli. According to an official of AP Capital Region Development Authority (CDRA), the representatives of the multi-national company visited Rajamouli last week in Hyderabad for a round of discussion. Municipal Administration Minister P Narayana, CRDA Commissioner C Sreedhar and others had a meeting with Rajamouli recently in Hyderabad.

The sought-after director is understood to have given them a lecture on the history of Telugu race and Dravidian architecture. He also spoke of the history and culture of Rayalaseema and coastal Andhra. Narayana said since the CM advised them to sit with Rajamouli, they went to him and had a detailed discussion.  If the State government decided to opt for Foster as the Master Architect for Amaravati, preparation of proper design and presentation might take about four months time. Prior to finalization, the price has to be negotiated.

Rajamouli has shot into international fame with his folklore-based film Bahubali: The Beginning. The sets build for the film were breath-taking and they impressed lakhs of people, including Naidu. A lot of digital graphics expertise, knowledge of history and folklore had gone into the planning of the sets. All of it was in the realm of imagination. It clean bowled Bollywood stalwarts like Aamir Khan who offered to act in a Rajamouli film. 

The famous film director is, however, realistic. He declined to associate with the new capital since he is not conversant with engineering or architecture.  But Naidu had insisted that he should sit with the designers of Foster group.  Why did Naidu involve a film director in what is essentially a job of an architect?  It has to do with his mindset.

He is a dreamer as is well known. He believes that if he can floor the people with the architectural marvel of Amaravati his second term in the new state is assured. Other lapses or non-implementation of poll promises would not influence the people who would be spellbound by the marvelous new capital. He has a modern mind and a heart that craves for ancient glory. This dichotomy has been at the back of his dillydallying on this project.

Naidu thought history has provided him with a golden opportunity to build a world class city on the banks of River Krishna and if he accomplishes the feat his name would be etched in history forever. With a single-minded pursuit, Naidu has been rejecting any suggestions contrary to his dream. There were many who suggested that the new capital should be built keeping administrative convenience in mind and high-rise buildings are not required. There were also pleas to decentralize the new capital by having High Court in some other town and other administrative offices scattered across  the State so that people of all regions would own the capital. Already there are signs of resentment brewing in Rayalaseema.  Voices critical of the CM for concentrating all his energies and funds only on Amaravati are steadily becoming louder.  But Naidu would not budge.

Rajamouli is now busy with the sequal, Bahubali: The Conclusion and he would be tied up with the film till April next year. He can spare time for CRDA only after the work on the film was completed. Which means a wait for some more months. Would there be anything at Amaravati to show to the people in 2019 elections? That is the question bothering the TDP leaders none of whom has the guts to give vent to his nagging doubts.

1. It is submitted that the respondent herein has, on 08.08.2106, filed private complaint C.C.SR.No. 958 of 2016 before the Principal Special Judge for SPE & ACB Cases, Hyderabad against the petitioner herein under Section 190 and 200 Cr.P.C in Crime No.11/ACB-CR-1-HYD/2015, praying under:

Hence, it is prayed that this Hon’ble Court may be pleased to take the complaint on file and deal with the Accused for the offences u/s 12 of the P.C.Act.and 120I.P.C and it is humbly submitted that as the Police investigation is simultaneously proceeding in the same offence the Hon’ble Court may be pleased to invoke section 210 Cr.P.C.

The learned Special Judge (FAC), vide order dated 29.8.2016 forwarded the said private complaint to the police U/s 156(3) for thorough investigation and report.

The present Criminal Petition Is filed for quashing the said as the same is contrary to law and non-application of mind in reference to the facts of the case, without jurisdiction and without assigning reasons and the respondent herein has no locus to maintain such complaint and seek relief.

2.(a) It IS submitted that Crime No.ll/ACB-CR/2015 of ACB Police Station, City Range-1 Hyderabad was registered on 31.5.2015 U/s 12 P.C Act and U/s 120(B) r/w 34 IPC. This crime was registered based on a written complaint said to have been submitted by one Sri Sebastian on 28.5.2015. According to the said defacto complaint, he was a member of the Legislative Council of the State of Telangana and one of the voters for the Election scheduled to be conducted by the Election Commission of India under the Representation of People Act, 1951 for electing the members to the Legislative Council. He alleged that he was offered money by some of the accused to cast vote in favour of a candidate contesting for such election.

(b). The ACB revered the laid crime against four persons, investigated into the matter and filed a charge sheet (report under S.173(2) CrPC before the court of Principal Special Judge for SPE & ACB cases, Hyderabad. It, was stated in the charge sheet that investigation is still pending as against A5 Sri Sandra Venkata Veeraiah. It was further stated that any other material which would come to light during further course of investigation against A1 to A4 would be placed before the Special Judge by filing a supplementary charge sheet. The charge sheet dated 27.7.2015 is pending consideration.

(c). The Accused No 4 (in this crime) filed criminal petition No.5520 of 2015 before this Hon’ble High Court U/s Cr.P.C to quash the proceedings in the crime. This Hon’ble, Court, vide its judgment dated 3.6.2016, was pleased to quash the proceedings in so far as A4 is concerned. While quashing the proceedings, this Hon’ble Court was pleased to hold that the allegations in the written report and in the charge sheet regarding the alleged bribe (offering money to vote) do not attract the ingredients of Section 12 of P.C Act. It is further held that Sections 120(B) and 107 IPC also are not attracted based on the ingredients of the written report.

(d). It must be pointed out that the State of Telangana filed a Special Leave Petition against the judgment dated 03.06.2016 before the Hon’ble Supreme Court, being SLP (Cri) 5248 of 2016, Vide order dated 22.07.2016. Notice was issued in the Special Leave Petition, however no stay was granted of the judgment dated 03.06.2016.

3 (a). It is submitted that in the meanwhile, the respondent herein, who has no connection with the crime in question & pending investigation (being neither the informant nor a witness) is an MLA representing Mangalagiri Assembly constituency in Andhra Pradesh who belongs to YSRCP, filed a private complaint against the petitioner herein on 8.8.2016 before the Principal Special Judge SPE & ACB cases. This private complaint was filed in the crime already registered and where a charge sheet had been filed on 27.7.2015. AT the it is pertinent to point that that this complaint makes no mention of the charge sheet filed.

(b). In the present complaint, the respondent alleges that the petitioner herein was a conspirator of the alleged offering of money to the defacto complainant in Crime No. 11. He relied on a phone conversation and a public speech and interview said to have been made by the petitioner herein. He further alleged that the investigation into the crime was not effectively conducted. Based on such vague, bald, and unfounded allegations, the respondent herein filed a Complaint before the Special Court (ACB) the prayer in which has been reproduced above.

(c). The learned Special Judge vide order dated 29.8.2016, chose to refer the private complaint to the investigating agency U/s 156(3) Cr.P.C for conducting investigation and submit report, despite the fact that a charge sheet had already been filed on 27.7.2015

4 (a). It is submitted that the Order of the Special Judge directing investigation and report under Section 156(3), CrPC after the filing of the charge sheet on 27.7.2015, is legally impermissible since the power under S.156(3) is not available at that stage.

(b). The Order of the Special Judge directing investigation and report under Section 156(3), CrPC would result in an anomalous situation, wherein after the filing of the charge sheet on 27.7.2015 there would be a second FIR being registered with respect to the same matter / transaction.

(c). Further, the prayer (though misconceived as well) was for invoking Section 210, CrPC which mandates the pre-existence of a private complaint before a Magistrate, which is not the case in the present matter. Here, the Complaint was filed on 08.08.2016 whilst the charge sheet had been filed on 27.7.2015. more than a year before the filing of the private complaint. This delay has not been explained by the Complainant.

(d). The respondent herein has no locus to file such private complaint especially to refer to the Police for investigation U/s 156(3) Cr.P.C as he was not an aggrieved person to invoke such jurisdiction and power by the Special Court.

(e) As per the law laiddown by the Hon’ble Supreme Court in Priyanka Srivastava v. State of UP, (2015) 6 SCC 287, before a petition is filed under Section 156(3), there have to be prior applications made under Section 154(1)and Section 154(3), CrPC. Both these aspects should be clearly spelt out in the application and necessary documents to that effect shall be filed.

(f). Further,     it is now settled that applications under Section 156(3) have to be supported by an affidavit duly sworn by the Applicant who seeks the invocation of the jurisdiction of the Magistrate. All these aspects are mandatory in terms of Priyanka Srivastava v. State of UP. (2015) 6 SCC 287. In the present case the private complaint which was referred to the police, was not supported by an affidavit and no application was filed to any authority seeking such investigation and he did not file copy of such application if any and there is no such assertion in the complaint

(g). Exercise of power U/s 156(3) Cr.P.C requires application of judicial mind and the court must be vigilant with regard to nature of allegation made and shall not issue directions without proper application of mind in reference to the allegations and material if any placed. Mere recording of the Magistrate that he has gone through the com plaint, documents and heard the complainant in the order, will not be sufficient. The Magistrate must reflect in the order as to what weighed with him before passing directions under S.156(3) CrPC. In the present case, the impugned order is silent and fails to disclose any reasons nor referes to any material.

5 On merits, it is submitted that the petitioner herein has not committed any offence much less as alleged by the respondent herein/complainant. The petitioner denies all the allegations made against him in the complaint. The complaint does not disclose any cognizable offence either to take on file or refer to the police. The allegations made therein are vague, untenable and false.

6 (a). It is submitted that the respondent being a private complainant, has relied on the evidence and material already collected by the investigating agency, yet made allegations against the investigating agency of not conducting investigation effectively, there was no justification for the Respondent to have invited an order to refer his complaint to the Police for investigation and submit report (contrary to the prayer sought).

(b). In view of the observations and findings arrived at by the Hon’ble High Court in a quash petition filed by one of the accused that P.C Act has no application to the facts and circumstances of the case (which judgement though challenged is not stayed or set aside) the Special judge for SPE & ACB cases acted with undue haste and contrary to judicial propriety though he has no jurisdiction either to entertain the complaint or to refer the same to the Police for investigation.

(c). The respondent/complaint did not seek such relief as ordered by the court & sought only to take into cognizance of his complaint by the court and to proceed further in terms of Section 210 Cr.P.C. There is no reason assigned and there are no circumstances and facts mentioned by the Special Court to refer the complaint to the Police for investigation contrary to the relief sought by the complainant.

7. It is submitted that the respondent herein who filed private complaint is an MLA of Andhra Pradesh Legislative Assembly and belongs to opposition party of Respondent. The complaint by Respondent against the sitting Chief Minister of the State of Andhra Pradesh, is solely intended to embarasss, harass and malafidely wreak political vengeance against him. He intended to take the private complaint as a weapon for taking such vengeance. He is no way concerned with this crime which is registered in the State of Telangana and in connection with the election to the Legislative Council of the State of Telangana. He is neither a victim nor an aggrieved person. The complaint and impugned order are an abuse of process of law & Court.

8. Other grounds, if any, may be permitted to be pleaded at the time of hearing.

 9. It is submitted that the Certified Copy of the Private Complaint which was filed by the respondent herein before the Special Judge could not be secured. The true typed copy is herewith filed. The filing of the Certified Copy may be dispensed with.

For the reasons stated above, it is prayed that this Hon’ble court may be pleased to quash

a) the private complaint CCSR.No. 958 of 2016 before the Principal Special Judge for SPE & ACB Cases, Hyderabad against the petitioner herein under Section 190 and 200 Cr.P.C in Crime No.ll/ACB -CR-l-HYD/2015,

 b) the order dated 29.8.2016 passed in CC SR No.958 of 2016 by the Principal Special Judge for SPE & ACB cases, Hyderabad, and

 c) to pass such other order or orders in the interest of justice.

It is further prayed that this Hon’ble Court may be pleased to stay the operation of order dated 29.8.2016 passed in CC SR No.958/2016 by the Principal Special Judge for SPE & ACB cases, Hyderabad and consequential investigation, if any pending disposal of the criminal petition and pass such other order or orders in the Interest of justice.

It is further prayed that this Hon’ble Court may be pleased to dispense with the filing of Certified Copy of the Private Complaint in C.C.SR.No.958 of 2016 on the file of the Principal Special Judge for SPE & ACB Cases. Hyderabad, in the present criminal petition and pass such other order or orders as this Hon’ble Court may deem fit and proper in the facts and circumstances of the case.

పుష్కరాల స్పెషలిస్ట్

రెండు తెలుగు రాష్ట్రాల్లో కృష్ణా పుష్కరాల సంరంభం ముగిసింది. గోదావరి పుష్కరాలతో పోల్చితే దేశం దృష్టిని ఆకర్షించే స్థాయిలో దుర్ఘటనలు ఏవీ జరగలేదు. ప్రశంసలే తప్ప, పుష్కరయాత్రికుల ఇబ్బందులు, అసౌకర్యాల గురించి పెద్దగా ఫిర్యాదులు వినిపించలేదు. పుష్కరాల నిర్వహణకు సంబంధించిన ప్రచారంలో మాత్రం ఆంధ్రప్రదేశ్ ముఖ్యమంత్రి నారా చంద్రబాబు నాయుడు ఎక్కువ మార్కులు కొట్టేసినట్టు కనిపిస్తోంది. ఆయన మొదటి నుంచీ అంతే. తను ఏ పని చేసినా పనిని మించి ఎక్కువ కొట్టొచ్చినట్టు కనిపిస్తారు. లేస్తే మనిషిని కానన్నట్టు హడావుడి చేస్తారు. యంత్రాంగంలో స్ఫూర్తిని, ఉత్సాహాన్ని, కార్యదీక్షను నింపడానికి ఆ విధమైన శైలి తోడ్పడుతుందని ఆయన మద్దతుదారులు భావిస్తారు. అందులో వాస్తవం బొత్తిగా లేదని అనలేం. దాంతోపాటు తీర్థానికి తీర్థం ప్రసాదానికి ప్రసాదం అన్నట్టుగా వీలైనంత ప్రచారాన్నీ మూటగట్టుకుంటారు. కవిగారు ప్రబోధించినట్టు “సొంత లాభం కొంతమానుకునే” వర్గం వేరే ఉండచ్చు కానీ ఆ వర్గంలో నేటి  రాజకీయనాయకులు చేరరు. చేరాలని ఆశించడమూ అత్యాశే.

వేలు లక్షల సంఖ్యలో జనం ఒకచోట చేరే పుష్కరాల లాంటి సందర్భాలలో జనం భద్రతకు, శాంతిభద్రతలకు, సౌకర్యాలకు, గుంపు నియంత్రణకు, పరిసరాల పరిశుభ్రతకు ప్రభుత్వం ప్రత్యేక శ్రద్ధ తీసుకుని, పటిష్టమైన ఏర్పాట్లు చేయవలసిందే. అది దాని కనీస బాధ్యత. మన దేశంలో గుంపు నియంత్రణ చాలా నాసిగా ఉండడమే కాదు పరమ ఘోరమైన దుర్ఘటనలకు దారి తీస్తుందన్న సంగతి తెలియనిది కాదు. ఇప్పటికీ ముఖ్యమైన పర్వదినాల్లో ప్రసిద్ధ దేవాలయాల దగ్గర తొక్కిసలాట జరిగి పదులు, వందల సంఖ్యలో జనం మరణిస్తున్న వార్తలు వస్తూనే ఉంటాయి. గుంపు నియంత్రణ పద్ధతుల్లో పోలీసులకు శిక్షణ ఉండకపోవడం ఒక కారణం. పోలీసులు తగినంత సంఖ్యలో ఉండకపోవడం ఇంకో కారణం. అందులోనూ పుష్కరాల లాంటి సందర్భాలలో వీఐపీల రక్షణతోనే వాళ్ళకు సరిపోతుంది. గతంలో పదేళ్ళు ముఖ్యమంత్రిగా ఉన్న చంద్రబాబు పుష్కరాల నిర్వహణలో పుష్కలంగా అనుభవం ఉన్నవారే. కానీ కిందటేడు గోదావరి పుష్కరాల మొదటి రోజున రాజమండ్రిలో తొక్కిసలాటలో 25 మందికి పైగా మరణించడాన్ని అది ఆపలేకపోయింది. భద్రత తాలూకు పోలీస్ మాన్యువల్ ను పకడ్బందీగా అమలుచేయాలన్న పట్టుదల పోలీస్ యంత్రాంగంలోనూ ఉండదు, అమలు చేయించాలన్న దృష్టి పాలకుల్లోనూ ఉండదు. ఆ ఘటనతో మేలుకుని ఆ తర్వాత ప్రభుత్వం ప్రజల భద్రతకు ప్రత్యేక శ్రద్ధ తీసుకుని అటువంటివి పునరావృతం కాకుండా చూసింది. ఆ గ్రహింపు కృష్ణా పుష్కరాల నిర్వహణ మీదా సానుకూల ప్రభావం చూపింది. ఇది ఎంతైనా అభినందనీయమే. అయితే, ఈ జాగ్రత్త ఒక సంస్కృతిగా పోలీసుల్లోనూ, పాలకుల్లోనూ ఎంతవరకు ఇంకి స్థిరపడుతుందన్నది ప్రశ్న.

చంద్రబాబు సారథ్యంలో పుష్కరాల నిర్వహణ అతిగా మారిందన్న విమర్శలూ వచ్చాయి. పుష్కరాలు, కుంభమేళా వంటివి భారీ జనసందోహాన్ని ఆకర్షించే ఘట్టాలే కానీ; అవి భక్తి, ఆధ్యాత్మికతలతో ముడిపడినవి. పురాతన కాలం నుంచీ జరుగుతున్నవే కానీ కొత్తగా ఈనాటి ప్రభుత్వాలు ప్రారంభించినవి కావు. పుణ్యంకోసం, పురుషార్థం కోసం చేసే పుష్కరస్నానాలలో జనం స్వచ్ఛందంగా పాల్గొంటారు. ఒకరి ప్రోత్సాహం కోసం, ప్రోద్బలం కోసం ఎదురు చూడరు. ఆవిధంగా ప్రభుత్వానికీ, మతధార్మిక సంబంధమైన ఇలాంటి కార్యక్రమాలకూ మధ్య సహజంగానే  ఒక అడ్డుగీత ఏర్పడింది.  ఆ అడ్డుగీతను మరింత బలోపేతం చేయడం నేటి మన ప్రజాస్వామిక రాజ్యాంగ లక్ష్యాలలో ఒకటి. అందుకు భిన్నంగా ఆ అడ్డుగీతను చెరపడానికి ప్రభుత్వమే పూనుకుందా అనిపించే రీతిలో పుష్కరాల నిర్వహణ జరిగింది. పుష్కరాలకు తరలిరండి అంటూ ప్రభుత్వమే ప్రకటనలు చేసింది. బస్సుల మీద రాయించింది. పుష్కర యాత్రికులను కోట్లల్లో రప్పించడం తన ఘనతగా చూపించుకుంటోంది.

జన్మభూమి, నీరు-మీరు, స్వచ్ఛభారత్, చెట్ల పెంపకం, ఇంకుడు గుంతలు మొదలైన సెక్యులర్ కార్యక్రమాల ప్రచారంలో, అమలులో ప్రభుత్వం జోక్యం ఎంతైనా అవసరం, అభిలషణీయం. కానీ మత, ధార్మిక కార్యక్రమాలలో మితిమీరిన జోక్యం, వాటిని ప్రభుత్వ కార్యక్రమాలుగా నిర్వహించడం ఒక అవాంఛనీయ ఆనవాయితీకి దారితీస్తాయి. ఎందులోనైనా ఔచిత్యాన్ని, హద్దును పాటించడం అవసరం. అత్యుత్సాహవంతులైన రేపటి పాలకులు దీనిని ఒరవడిగా తీసుకుని ఏడాది పొడవునా ప్రజలు సాంప్రదాయికంగా జరుపుకునే పండుగలను, కార్తీక వన సమారాధనలను, కార్తీక స్నానాలను ప్రభుత్వ కార్యక్రమాలుగా జరిపించే పరిస్థితి రాకూడదు. ఎక్కువమంది జనం చేరేచోట వారి భద్రతకు, రక్షణకు, సౌకర్యాల కల్పనకు ప్రభుత్వం పరిమితం అవాలి.

వీలైనంతవరకు భక్తులు మెచ్చేలా పుష్కరాలను నిర్వహించడాన్ని తక్కువ చేయడంలేదు. దానిని ఎంతైనా అభినందించవలసిందే. అతి పనికిరాదని చెప్పడమే ఇక్కడ ఉద్దేశం. చంద్రబాబు గతంలో అవిభక్తఆంధ్రప్రదేశ్ ముఖ్యమంత్రిగా ఉన్నప్పుడు అభివృద్ధికి అంకితమైన ముఖ్యమంత్రిగా ఇమేజ్ తెచ్చుకున్నారు. కానీ ఈసారి గత రెండేళ్లలో ‘పుష్కరాల స్పెషలిస్ట్’గా ఇమేజ్ పెంచుకోడానికి పాటుపడుతున్నట్టు కనిపిస్తున్నారు. ప్రభుత్వమూ, ముఖ్యమంత్రీ ఇమేజ్ పెంచుకోడానికి అంతకన్నా మరొకటి లేదా అన్న ప్రశ్నకు అది దారితీస్తోంది. అది మంచిది కాదు.
